Index of Planetary Governments

Purpose: A dedicated index for planetary governments — planet-

bound sovereign/political entities (as distinct from Starnations, which are space-faring). This is a top-level category, sibling to `/factions`, `/business`, `/characters`, `/starnations`, etc.

✅ Faction Definition & Dual-Listing Rule (per creator)

A Faction is any entity with an agenda of its own.

A Planetary Government may also be a Faction (dual-listed with `/factions`) if it has its own agenda — most established nations do, so this will be common.
A Starnation defaults to Starnation-only (not dual-listed as a Faction) unless specifically decided otherwise.
Even where dual-listing is technically possible, very large-scale entities may be excluded from Faction dual-listing due to their size/scope — e.g., MACOFS and Empire of Man could be dual-listed as Factions, but their scale (spanning hundreds of planets/starnations each) mitigates against it; they remain Starnation-only.
