The Empire of Man consists of 13 warlord "Territories." Drake Federation is the largest and most internally organized of the 13, and the only one with a defined capital (name not yet known). The other 12 Territories are more amorphous: each claims clear territorial borders, but none has a defined capital, and each remains internally unstable, with various competing factions still active within it.

Because of this, Drake Federation is the only Territory likely to move toward Starnation status soon (with a dual Faction role) — but not yet; the creator wants to let events play out first before formally determining its status.

The Empire of Man itself has no centralized government and no capital. It's classified as a Starnation because of its size, influence, and power — but by strict definition, lacking organized central government, it would otherwise be classified as a Faction rather than a true organized political entity. The Unifying Motive

Despite their internal disorganization, the 13 warlords are actively organizing and uniting behind a common banner: to get back at Kila Vas for the IFTR civil war and the humiliating terms of the Treaty of Starbase 17 that precipitated it.

Overview

The Empire of Man is the successor state to IFTR (Interstellar Federation of the Terran Republic), which collapsed after its own government and public turned on its leadership over the humiliating terms of the peace treaty following the War of IFTR — a war IFTR won militarily but lost diplomatically, ceding the Snickers Galaxy and ~20% of the Milky Way to Maf's claim. ✅ Warlord count resolved (creator clarification): more than 16 warlords existed originally; some were killed as the civil war progressed. When the coalition tentatively (not absolutely) adopted the name "Empire of Man," 16 warlords remained. Afterward, 3 more were disposed of — by one or more of the remaining 13, or possibly by an unknown third party — leaving 13 warlords ruling the Empire of Man today. Both the "16" and "13" figures found in different source conversations were correct for different points in this consolidation process. The EOM remains in a high state of uncertainty and continuous flux even now.

Current Posture (as of the story's end)

The Empire of Man declares all former IFTR treaties null and void, though the Peace Treaty terms with Maf (via the InterGalactic Authority) are implied to still constrain them militarily (still barred from the Snickers Galaxy). Spies are spread across both galaxies gathering intelligence on Maf and Kila Vas specifically. Fleets — devastated by a decade of internal warfare — are being rebuilt. The warlords are again looking outward toward the Confluence Region and the Snickers Galaxy's wealth.

This resolves the "second only, possibly, to the Empire of Man" comparison made in The MACOFS Treaty article — the Empire of Man is now confirmed as this Milky-Way-spanning warlord coalition, positioned as Maf's most significant long-term external threat.
