The MACOFS Constitution
Type: Systems — Foundational Legal Document Status: Canon (confirmed by creator)
Overview
See MACOFS for the Constitution's origin story (tracing back to the Helvatica Constitution, written by Ravel Magrep and General Perold Jonas, 1982-1984; the MACOFS Constitution itself written 2004-2005, adopted by plebiscite in 2006, effective January 1, 2007).
The Constitutional Conference
The Constitutional Conference ran from December 2005 to May 2006, producing the Constitution that established MACOFS with its 22 member states. Attendance at the Conference was far broader than the eventual membership: 30 star nations, 12 planetary governments, and 5 corporations were represented — meaning many attendees who participated in shaping the Constitution and its associated treaties never actually joined MACOFS itself. ✅ Full membership outcome confirmed: of the 30 star nations, 22 joined the Confederation and all 8 who did not instead joined the MACOFS Treaty; of the 12 planetary governments, only Kila Vas joined the Confederation, and 6 of the remaining 11 joined the Treaty; the 5 corporations combined into the Corporation Combined Fleet (CCF), which also joined the Treaty. See The MACOFS Treaty — Full Structural Outline for the complete 21-Article treaty structure.
The Foundational Treaty of MACOFS
Before the full, detailed MACOFS Treaty was drafted, a short — just 1-2 pages — Foundational Treaty was ratified in early January [2007], establishing only that the Treaty would take effect once MACOFS itself was formally established and each member had ratified it. This compact document covered the essential intent: mutual defense (members would aid one another if attacked), joint training, communications protocols, and the commitment that all further detailed protocols and procedures would be drafted afterward. See The Foundational Treaty of MACOFS for the full text, in three stylistic versions.
An in-universe, ceremonial version of this document opens with the line, attributed to Jonas as "First Architect of the Alliance": "In unity lies strength; in vigilance, survival." — dated in-universe as "Anno Stellaris 2006, at the Constitutional Conclave of the Stars."
The MACOFS Trade Alliance
Proposed during the Constitutional Conference by Ravel Magrep — ✅ confirmed as an economist originally from The Empire, and co-chair of the Constitutional Conference — but judged too complex and involved to work out during the Conference itself. Instead, committees drawn from Conference attendees continued working out the details after the Conference concluded, until a complete and comprehensive Trade Alliance Agreement was finalized. See Statement of Intents and Purposes — MACOFS Trade Alliance Charter for the full charter text, and the skit "The Trade Alliance is Proposed" for its in-universe dramatization.
Article XII — The National Assembly
See Article XII — The National Assembly (Full Text) for the complete constitutional text and commentary. The National Assembly serves as the Confederation's deliberative forum, representing both the citizenry as a whole and the specialized interests of governments, peoples, and commerce — a "triple foundation" enshrining the principle that sovereignty belongs not only to governments, but also to citizens and business.
✅ Section 7 (added): The National Assembly, convened as the General Assembly of all citizens, may recommend the fining, censure, temporary suspension, or removal from office — including removal "with extreme prejudice" (a permanent bar from ever holding public office anywhere within the Confederation again) — of any elected, appointed, or serving member of any branch, office, department, or agency of the Confederation.
Worldbuilding Note: "Skits"
The creator has developed short in-universe dramatic reenactments ("skits") of key founding moments — for example, a scene depicting Ravel Magrep carefully introducing the Trade Alliance concept late in the Conference without derailing the main proceedings, deliberately planting the idea to be developed later rather than debated in the moment. These serve to dramatize the personalities, debates, and compromises behind MACOFS's founding documents, giving the Constitution and its treaties a more "lived" historical feel.
