Statement of Intents and Purposes — MACOFS Trade Alliance Charter
Preamble
Whereas the representatives of star nations, planetary governments, and corporate entities convened at the Constitutional Conference have recognized the need for a comprehensive framework to facilitate trade, economic cooperation, and the orderly exchange of resources among participating members;
Whereas the scope and complexity of such a Trade Alliance require detailed study, negotiation, and codification beyond the timeframe of the Constitutional Conference;
Therefore, the following intents and purposes are established to guide the creation of the MACOFS Trade Alliance Charter:
Article I — Statement of Intents and Purposes
- To create a cooperative framework for trade and economic exchange among member entities of MACOFS, promoting prosperity, stability, and mutual benefit.
- To establish the principle that economic cooperation complements the mutual defense and security objectives of MACOFS, without impinging on the sovereignty of member entities.
- To direct the formation of specialized Working Groups, composed of representatives from participating entities, tasked with preparing and completing a comprehensive Trade Alliance Agreement.
- To ensure that these Working Groups shall convene regularly — meeting monthly, or on a schedule mutually determined by the members of each group — to deliberate, draft, and refine the provisions of the Trade Alliance Charter.
- To affirm that the completed Charter shall be presented for review, ratification, and adoption by the participating entities upon conclusion of the Working Groups' deliberations.
MACOFS's Three (Soon Four) Levels of Engagement (2020 era, Full Text)

By 2020, MACOFS offers three established levels of engagement for outside star nations, with a fourth under discussion:
- MACOFS Membership — full membership in the Confederation itself.
- The MACOFS Treaty — the defense alliance MACOFS leads: "an attack against one is an attack against all," without full confederal membership.
- The MACOFS Trade Alliance — enhanced trade between members, without committing military forces (as the Treaty requires) or subordinating the nation to the Confederation (as membership requires).
Under discussion (4th tier): whether to accept states as "protectorates" or "non-state administrative associations" — providing MACOFS military coverage in exchange for MACOFS handling all of the associated state's foreign affairs.
Across all three current frameworks, secession is guaranteed by law — within MACOFS itself, by the Constitution.
The Trade Alliance's Actual Requirements (Full Text)
Despite its lighter commitment level, the Trade Alliance is not as "open" as it first appears. Strict requirements apply: a member nation may not be an enemy or adversary of MACOFS; ports, space stations, and space facilities must be made available to Starfleet for visits, crew rest, replenishment, repair, and provisioning; members may not engage in long-term, officially sanctioned or coordinated disparaging/inaccurate government-level media accounts about MACOFS or other Trade Alliance members; and members must open ports, reduce tariffs, coordinate shipping, adopt universal measurement standards and a shared shipping calendar, among other requirements designed to facilitate trade while reducing friction between disparate cultures. MACOFS (Kila Vas) holds the sole vote on whether to accept or expel a Trade Alliance member for cause.
