This is the pivotal Desert Empire strategic planning meeting establishing all major army group assignments for the war's opening campaign.

Setting

A large conference room in an office building serving as headquarters for the "Desert Rats" and Desert Empire forces at Sentois — maps line the walls and cover the boardroom table. Generals sit at the central table; aides and assistants occupy chairs around the room's periphery. Roughly 30 people in total attend.

Attendees

Jon Medaris (founder and Emperor of the Desert Empire), Prof. Andrew Johnson (aide and 2nd-in-Command to Medaris), Gen. Androve, Gen. Johnson, Gen. Bronson, Gen. Wils-Tasilv, Gen. Thi'BotLin, Gen. Faraday, Admiral Tinin, Gen. O. Boyle Smith, Tumin Scheers, Becka O'Shay, plus aides and 2nds.

Medaris's Opening

"We did it... in just 2 months!" — celebrating the capture of the Shapas Desert, the culmination of two years of planning between Medaris and Prof. Johnson. Johnson follows: the Emperor and President of the Empire have both resigned in disgrace; 4 generals have been dismissed. The Empire's new field army commander: Gen. Itzhak Rabi — notably, like nearly everyone in the room, from Jonesboro, prompting a knowing chuckle — already assembling a new army in the Empire's Northern Territories.

The Army Group Assignments

  1. Gen. Androve — Army Group A: assembles at the Great River, due west of Sentois; blocks Rabi's advance before he can reach the Kaolsan League or the Port of Wrosjcec.
  2. Gen. Faraday — Army Corps B: moves north, then 50 miles west of (ruined) Spartania; races to the Port of Wrosjcec to prevent its capture.
  3. Gen. Bronson — Army Group C: assembles 200 miles west of Soulsen, in the grasslands north of Spartania (kept temporarily out of the desert, to much amusement — since he'll spend plenty of time there later). Moves north to capture and secure the central oil fields, reinforced by Republics of Waon troops ~200 miles south of the fields, then continues north to capture Kila Vas, defeating the Empire's Northern Army.
  4. Gen. Johnson — Army Group D: assembles at northern Soulsen; captures pipelines, railroads, and highways between Soulsen and the Great River; seizes river terminals/docks/tank farms/ferry docks/ warehouses; turns east to capture Deni and the Isle of Trade; continues east defeating resistance to capture Tranchon and the First Turning, holding there on Peplle's western border pending further orders.

The Navy: Admiral Tinin

Despite the landlocked Desert Empire having no navy, Admiral Tinin (from Araha) is introduced: "For now, 'I Am The Navy.'" He will travel to the Port of Wrosjcec to establish the Desert Empire's first Naval Headquarters, where 44 WW2-leftover ships already await inspection, plus a fleet of 80 ships en route from the small island nation of Gama Combin — which, despite its size, possesses the world's largest fleet by ship count (mostly patrol craft, cutters, frigates, and destroyers, plus several hundred blue-water ships the Desert Empire hopes to acquire within 1-2 years). Tinin's stated goals: 120 ships within a year, 440 ships within 4 years, all blue-water capable.

Medaris's Ideological Framing

"We have taken back the wealth and resources of the Eastern Establishment — Jonesboro and LMT. They can lie, cheat, deceive and manipulate no more... Yes, that will all continue, but they now have Us! as their counter-voice, the voice of reason — and the voice of truth." Medaris frames the Desert Empire's cause explicitly as liberation from an exploitative elite that "accumulate wealth and riches to themselves as the rest of the world breaks our backs, dies in the mines and deserts... and we live as underclass citizens."

The Financial Picture (Becka O'Shay)

Prof. Johnson has knitted together a coalition of 30 nations covertly (and in some cases openly) supporting the Desert Empire — mostly Republics of Waon nations, but also several Kaolsan states, including Wroscec, Anais, Krevor E, E Karbo, and Morpasya. To date: $13.5 billion in donated arms/equipment, with an additional $89 billion pledged over the next 3 years, plus roughly 2.3 million "volunteered" men.

The Coming Cascade

Prof. Johnson confirms: as soon as the next campaign launches (within a week), the Republics of Waon will formally declare war on the Empire and Peplle, bringing in the entire EUN and the Imperial Alliance in support of the Empire. The Desert Empire's advantage: head start and technological edge — though this advantage will likely disappear within 1-2 years as the Empire catches up on research.

The Belion Pact

Admiral Tinin confirms two 200-ship cargo convoys en route from Araha to Port Wrosjcec, escorted by 75 Araha Navy ships. Any Empire attack on these convoys would constitute an attack on Araha, the leading member of the 22-nation Belion Pact — triggering the Pact's full collective response.

Command Structure

Gen. O. Boyle Smith is introduced as the new head of field commands — formally second to Androve (confirmed Chief of Ground Forces), coordinating army activity from the new Sentois headquarters.

Closing Orders

Androve delivers the final briefing: this is no months-long campaign but a minimum 2-3 year war — "settle in for a long haul." All generals are ordered to reach their assigned duty posts and establish temporary headquarters, reporting back to Sentois no later than 0500 hours in two days.
