The 13 Warlords: Post-IFTR Politics and the Malthinian Republic (Full Text)

Type: Narrative — Canon History (Full Text) Status: Canon (confirmed by creator) — full text preserved per archival standard

See The Empire of Man: Warlords and the Rise of the EOM for the existing shorter account — this significantly expands the warlord consolidation numbers and adds the Malthinian Republic case study.

The Consolidation (Revised Numbers)

✅ Confirmed sequence: Originally 22 warlords seized power over large swaths of the Milky Way following IFTR's collapse. Over 10 years, these numbers dwindled through warlord-on-warlord conflict (losers typically dying in combat or executed post-conflict by the victor) to 15 warlords, who then grudgingly (not unanimously) agreed to lay down arms against each other to focus on their "true" common enemy — Kila Vas, former capital of the NWMG and now capital of MACOFS. 2 more warlords were then eliminated by rivals, their territory absorbed. 13 warlords remain, rebuilding fleets shattered during the civil war while reframing a shared narrative: that the entire civil war was caused by Jonas and Kila Vas. This unites them outwardly, while "dirty tricks," active intelligence operations, and "wet work" continue between all 13 in the background.

Jonas's Counter-Doctrine

Jonas introduces intelligence operatives and destabilizing informational flows into what is now called the Empire of Man (EOM), quickly sowing doubt and distrust among the warlords. His method is not classic kinetic warfare or even classic divide-and-conquer — it is preventing the formation of a shared reality model among adversaries. Once shared reality breaks down, coordination fails, trust becomes expensive, and preemptive suspicion becomes individually rational — alliances degrade without any direct force application.

The Warlord Council Scene

Aboard Warlord Sathen Vraxx's flagship, a council convenes amid contradictory fleet reports, flickering trade route data, and unexplained planetary "non-compliance" logs. Warlord Kirell Dantos notes the interference is "no longer directional." A junior warlord observes: "It is not war at the line of contact... It is something happening between the contacts." Vraxx notices a different, more important pattern: a wave of sequenced planetary secession — governors stepping down, local defense forces refusing reinforcement, civil administrations requesting external arbitration — not toward any of the 13 Warlords, but outward, toward Kila Vas, MACOFS, and the Janastian Warhawks.

Vraxx's conclusion, delivered quietly: "I do not believe he is fighting us directly. I believe he has stopped needing to." A planetary council communiqué is intercepted, containing a repeated phrase across multiple systems: "We cannot determine which war we are in." The chamber recognizes, unevenly and incompletely, that the warlords are no longer the reference point of legitimacy in the region — they are becoming "one of its symptoms."

Back-Channel Diplomacy

Through covert channels, 2 of the 13 warlords open talks with MACOFS — feeling out the possibility of an alliance. A 3rd warlord opens a separate back channel, offering unilateral neutrality in any future MACOFS-EOM conflict.

Scene: Warlord Edrin Kael and the MACOFS Envoy

At a neutral, deliberately unremarkable station, Warlord Edrin Kael meets a MACOFS envoy alone, without entourage. Kael asks directly: "Is Jonas attacking us?" The envoy: "No. He is allowing you to continue." Kael: "That's worse." Kael eventually asks what happens if he withdraws from the warlord system entirely. The envoy's answer: he will lose territory and influence, but retain internal coherence — his decisions will finally align with his own observations rather than contradictory information. Kael notes this isn't an alliance. The envoy agrees: "It is an exit."

The Malthinian Republic and Defense Insurance

The Sovereign States of the Malthinian Republic — formerly part of IFTR, located near the Confluence Region — spend 4 months petitioning for entry into the Janastian Warhawks' "Defense Insurance" program as the authoritarian Io Sei (a Samurai-tradition, council-led warlord state) advance toward them, destroying ships and ravaging planets. After consultation with MACOFS, the Empire, and Jonas, the Warhawks approve coverage.

The Approval Scene

Jonas, present but not the formal approving authority, assesses the Malthinian dossier: population density, trade routes, fleet capacity, cultural cohesion, proximity to the Confluence Region, and a newer, informal but increasingly decisive metric — "Stability under informational stress: Moderate, degrading." Jonas's assessment: "They are not the weakest. They are not the most threatened... They are the first to recognize what is happening." Full Tier Three coverage (full planetary Warhawk detachments) is approved — not as hidden influence, but as deliberate, visible commitment: "Not hidden influence. Not indirect shaping. Visible presence. Declared commitment. A line — not of battle — but of stability."

Io Sei's Retreat

Days later, as Janastian Warhawks, MACOFS, and Empire ships begin visibly "patrolling" the Malthinian Republic, the Io Sei fleet — still light-years away — halts its advance and "reassesses the situation." ✅ Confirmed background context: months earlier, an Io Sei 7-ship task force had already probed into the Snickers Galaxy via the neutral Confluence Region, encountered a MACOFS patrol, exchanged threatening words, and retreated back into the Milky Way — the first confirmed direct Io Sei-MACOFS contact.
