The War of the Warlords (2008-2017)

Following IFTR's collapse into civil war, powerful individual leaders began consolidating vast regions of the shattered Milky Way — hundreds, then thousands of planets each. As direct nation-vs-nation fighting exhausted itself, conflict shifted to warlord-vs-warlord: the War of the Warlords. Alliances between warlords formed to crush rivals, then evaporated as often as they formed. Trade continued regardless — armed trading guilds arose, protecting members with convoys and weaponized cargo ships, becoming a stabilizing economic force even as the military chaos continued.

Named Warlords

  • George Drake — a former influential IFTR Cabinet member, with strong military backing, who established the Drake Federation spanning several thousand star systems
  • The Io Sei — of Japanese heritage/culture, controlling several hundred planets near the Confluence Region, led by the cunning Tiko Amata
  • The Huang Li Shao — of Chinese heritage, led by Xi Xi Han, controlling over 10,000 planets near the galactic center

By 2013, just 13 major warlords remained, controlling over 60% of the Milky Way, continuing to vanquish smaller factions and consolidate territory over the following years.

The Empire of Man (2017)

In 2017, the exhausted warlords negotiated a "near-peace" armistice. The 13 most powerful united to form the Empire of Man, encompassing 60% of the Milky Way. Over the following 3 years they rebuilt shattered fleets and worlds (despite ongoing skirmishes among themselves), while trade exploded — everything from cattle to entertainers to rare earths and computers moved through galactic trade routes, much of it sourced from the Snickers Galaxy's industrial capacity, especially MACOFS.

As this "peace" continued, the Empire of Man's attention increasingly turned toward Kila Vas — their economic and military rival, and, urged on by Drake, Xi Xi Han, and Tiko Amata, increasingly framed as the true source of the galaxy's suffering, violence, and the trillions of dollars and billions of lives lost. By 2020, the warlords no longer viewed Kila Vas merely as a rival, but as an enemy — though they didn't hinder Kila Vas trade, since no place in the Milky Way could match MACOFS/Snickers's rebuilding capacity.

The Io Sei Incursion (May 2020)

Complicating the situation, MACOFS's military and political attention in 2020 has been increasingly focused elsewhere: on "The Overlord," see The Overlord. Even Perold Jonas, MACOFS's Executive Director of Defense, seemed largely oblivious to the Empire of Man's simmering resentment and rapidly-rearming fleets — a gap exposed when the Io Sei, under Tiko Amata's orders, sent a small fleet through the Confluence Region into the Snickers Galaxy proper in May 2020. MACOFS's Starfleet intercepted and turned them back without escalation, but the incident revealed a real fault line in MACOFS's strategic focus.

Open Questions

  • Whether this account of the Io Sei incursion is the same event as the "2 warships" incursion documented elsewhere (MACOFS Treaty Expansion, EOM Incursions, and the Free Zones) — likely the same event described from two different source conversations, treated as consistent (small fleet/2 ships) rather than conflicting
