Founding Purpose

Founded roughly 2,000 years ago to relieve the Emperor of the burden of governing an Empire spanning two kingdoms and roughly 7.2 million square miles — too vast and widespread to fill positions through personal political influence or persuasive ability alone, requiring instead a means of finding people of genuinely extraordinary competence. Over those two millennia, the Ministry has become involved in nearly everything, everywhere — and in the creator's own words, has in many cases become "the burden" it was created to lift.

Core Function: Qualification and Vetting

The Ministry compiles the roster of suitable candidates for nearly every high Imperial position — including the Emperor and President themselves — excluding only Ministry heads, military service heads, and a handful of other agencies. This was among its very first assigned functions. The Ministry insists its sole job is "qualification" and "vetting," deliberately seeking candidates from varied backgrounds; when a mid-career figure shows particular talent, the Ministry will often quietly assign an aide or advisor — functioning as a coach or mentor — to guide their continuing education, formal conduct, and political understanding.

Agent Hierarchy

Internally, Ministry personnel are almost always called "Agents"; publicly, they are "Ministers." The training pipeline: Agent-Recruit (1st year of a 2-year school) → Agent-in-Training (2nd year, extendable to a 3rd if leadership determines it would help) → Agent-Apprentice (2-3 years) → Junior Minister (internal designation; public "Minister", 3-4+ years depending on the position being groomed for). Upon successfully completing their Junior Ministry, a candidate is personally "Cloaked" by the Emperor in an elaborate state ceremony held once every two years, becoming a full/senior Minister with complete agency of the Ministry.

The Cloak itself is deliberately constructed to be heavy — the Ministry's own explanation being that it is heavy because it bears "Responsibility."

Philosophy: "On the Empire's Business"

An Agent in the field is always "On the Empire's business" — never "His/Her Majesty's business." If questioned, an Agent will restate it precisely: "Of course, the Empire's business is the Majesty's business" — while privately understanding the relationship runs the other way (whether or not that's actually true).

The Ministry deliberately eschews mysticism, spirituality, and religion, considering them to obscure good judgment and erode pragmatism — the Ministry holds that it is built on what is real, and "real" is what history attests. It also deliberately leans away from charismatic individuals specifically because charisma tends to redirect perception toward the virtues of the charismatic person rather than the practical needs of the community they serve. Ministry instructors define "virtues" bluntly to young Agent-Recruits: "Beliefs, opinions, attitudes — biases."

Open Questions

  • How this modern-era operational structure (Cloaking ceremonies, the Agent training pipeline) relates to the Ministry's much earlier 1870 activities documented on the Secret Expedition page is not specified.
