The Thoroughfares: Origin
To house the millions flooding into Kila Vas during the 1990s, the city undertook two huge engineering projects. The first: streets were dug up or tunneled beneath to create a new "city" under the streets — the Thoroughfares. Almost immediately, the homeless, tent-city and plywood-mansion residents, working-class citizens, and anyone seeking to escape the claustrophobic surface streets or smothering desert heat moved to what they came to call the "Underground," differentiating themselves from the wealthier surface-dwelling "Uppers."
Peacekeeper blind spot: though Peacekeepers technically have jurisdiction underground by 2000, mind-monitoring signal is sporadic, faint, or entirely absent through most of the space — wealthy/luxury enclaves within the Thoroughfares have dedicated monitoring repeaters and stations, but the vast majority of underground space is effectively ignored, its millions of residents left to fend for themselves. This creates a genuine paradox: the safest city in known space contains its largest unmonitored population directly beneath its own feet.
The Concourses: Origin and Specifications
The second major project: twin tunnels constructed under the ocean, stretching 5,000 miles northwest of the city's shoreline. ✅ Confirmed precise dimensions: each Concourse is 120 miles wide, separated from the other by 50 miles, running parallel, 1 mile high, built on an open plan with huge atriums and open-air spaces — providing a living experience much like an air-conditioned luxury surface city, with mile-high office buildings and residential housing.
The Kila Vas Spaceport: located midway along the Concourses, at the 2,500-mile mark — 60 miles high and 180 miles wide, providing port access for thousands of spaceships simultaneously.
At the Concourses' northwest terminus (5,000 miles out): the 300×300-mile square Financial District, where LMT, World Bank, and other megacorporations/banks relocated their headquarters.
Peacekeeper optimization: unlike the Thoroughfares, the Concourses are open and free of obstruction, letting Peacekeeper monitoring equipment function optimally — clear data, strong returns. If anything, the Concourses are even safer than the rest of the surface city.
The Original (Pre-War) Financial District: 1776-1976
✅ Confirmed founding date: in 1776, banks and similar institutions began migrating to a location 10 miles east of the ports, wharfs, and shipyards of the waterfront. By the start of World War 3 in 1976 — 200 years later — this area had become known as the Financial District: a 1-mile-long, one-third-of-a-mile-wide (at its widest) north-south ellipse, original home to some of the largest banks and corporations in "old" (pre-war) Kila Vas.
The night-vacancy problem: during the war, the city grew around this enclave, but city leaders noticed a critical flaw — no residential facilities existed within the district, only office towers and a handful of hotels. Bustling by day, the streets emptied completely at night, producing windswept vacancy. Into this nightly unclaimed space crept criminal elements: gangs dominated after dark, drugs and weapons sold openly (everything is legal in Kila Vas except some very strong drugs), prostitutes worked the streets (also legal), and death, kidnapping, robbery, and extortion became simple facts of life there.
The 1990 Mixed-Use Mandate
✅ Confirmed provisions (in this account, dated 1990 — see the fog-of-history note on The Kila Vas Development Commission regarding a separate account dating this to 1980): all new commercial/office/retail construction must devote 25% of rentable space to residential facilities; all new mass-residential facilities must devote 10% of rentable space to office/retail. Additionally, the street-level floor of all new construction must be devoted to retail space, with the next 1-2 floors devoted to commercial uses (churches, hospitals, schools, universities exempted).
The Neighborhood Policy (1988)
Enacted to organize buildings into cohesive "neighborhoods," each anchored to a cultural attraction, historic relic/monument, custom, or other human living condition. Requirements include: opening sidewalks to street performers and kiosks; establishing periodic "block" fairs and festivals (temporarily closing sections of streets); requiring retail facilities to remain small, human-scaled, and interpreted by neighborhood residents themselves rather than corporations or planners; and ensuring all basic human needs (medical facilities, doctors/dentists, grocery stores, farmers markets, schools, public transportation) are present somewhere within each neighborhood.
✅ Origin mechanism identified: Source: conversations-002.json, "Maf Game Overview" — see RAW SOURCE. The pattern wasn't planned — it emerged from who actually arrived. Millions of WW3 refugees flooded in from hundreds of erased nations, bringing not just people but the intact customs, culture, memory, and hopes of their homelands, each fragment eventually becoming the focal point around which a neighborhood organized itself — an artifact, a tradition, a ceremony or market, something that set it apart from every other. This same mechanism has since repeated at interstellar scale: neighborhoods now form (or reform existing ones) around cultures arriving from hundreds of planets, not just hundreds of nations.
By the mid-1990s, Kila Vas began earning the nickname "City of Neighborhoods," though crime remained persistently high through the decade — enforcement was corrupt and trust shattered, so mixed-use development alone couldn't solve what only the Peacekeepers' arrival in 2000 would fix. Notably, the Peacekeepers didn't create the City of Neighborhoods — they arrived into a city that had already learned to live, share space, and sustain itself; they simply froze it into place. This same mixed-use/neighborhood requirement extends to the Concourses and its own Financial District, but does not apply to the Underground.
