The IFTR Surrender Negotiations at Starbase 17: Full Dramatization (Full Text)
Type: Narrative — Canon History, Full Dramatized Scenes (Full Text) Status: Canon (confirmed by creator) — full text preserved per archival standard
See The Treaty of Starbase 17 and the LMT Earth-Kila Vas Merger for the existing shorter account — this significantly expands it with the actual dramatized meetings, named NPCs, and the full description of the Imperial Negotiators.
Background: The Fleet's Disappearance
In mid-2005, the NWMG's space force — tripled in size following its 2004 victory in the 3rd Viachon War — vanishes without trace while on patrol near the Confluence Region (where the Milky Way and Snickers Galaxies intersect). No emergency transmissions, no coded signals, nothing out of the ordinary — it simply vanishes. Jonas and Tammi Li are recalled from retirement. The fleet, it's soon confirmed, was destroyed by massive spacecraft from the Interstellar Federation of the Terran Republic (IFTR) — now a galaxy-spanning authoritarian empire — seeking the "reclamation" of Maf, since the presence of Earthlings on the planet means, to IFTR, that Maf is a long-lost "colony" of Earth deserving "reintegration back into the family."
A dozen or so Maf vessels sent to investigate encounter the IFTR fleet directly, and Jonas orders them to surrender — along with the planet Maf and all its inhabitants — a decision that stuns nearly everyone and forces Medaris out of his self-imposed exile.
The World Order (Kas-Do's Political Party)
✅ Confirmed: as the crisis unfolds, the Kas-Do name their political party the "World Order."
Starbase 17: The First Meeting
Jonas proposes surrender but requests IFTR and Maf representatives meet at Starbase 17, an NWMG-built station at the edge of the Confluence Region. IFTR agrees, expecting a cowed, terrified delegation — instead, Jonas arrives with a full military security force, hundreds of official representatives, administrative personnel, technicians, and analysts, leaving the IFTR delegation confused about what they're looking at.
Key NPCs
Maf/NWMG delegation: Perold Jonas (calm, measured, quietly strategic); Tammi Li (Jonas's wife, former Commanding Officer of the Empire's Planetary Assault Command, co-commander with Jonas of history's first planetary assault from space); Ravel Magrep (architect of the NWMG Constitution, idealistic but realistic); and General Orin Velasquez (head of NWMG military security at the summit, loyal, stoic, distrustful of IFTR).
IFTR delegation: Admiral Kairos Drell (commander of the fleet that destroyed the NWMG's forces, confident, hard-edged, believes in IFTR's manifest destiny); Ambassador Serin Varl (chief diplomat, smooth, coldly polite, skilled in manipulation); Commander Threx Nal (security/intelligence chief, ruthless, suspicious, always watching for betrayal).
First Meeting — Full Dialogue
Jonas: "Admiral Drell, Ambassador Varl, representatives of the Interstellar Federation of the Terran Republic, we come prepared not to beg, but to discuss the future — for Maf, for your Empire, and for what may yet be forged between us."
Admiral Drell: "Commander Jonas. Your fleet was destroyed with precision. Your offer to 'discuss the future' is noted — but let there be no mistake: Maf is a lost colony reclaimed by rightful heirs. Your people would do well to remember that."
Jonas: "History is written by those who survive, Admiral. Yet, survival demands more than power on the battlefield. It requires wisdom in the council chamber, and clarity in the uncertain void ahead."
Ambassador Varl: "A wise sentiment, Commander. And yet wisdom must be measured by deeds. Maf's resistance was futile. The sooner you submit, the sooner your people find peace within the Empire."
Jonas: "Peace that comes at the cost of freedom is no peace at all. We seek terms that honor the dignity of Maf's people, not merely their submission."
Commander Nal: "We are aware of Maf's covert activities — your so-called Kas-Do faction, your unregulated experiments with technology. Be advised: IFTR tolerates no defiance, no secrets."
Jonas: "Secrets are the lifeblood of survival in a universe that does not forgive weakness. But let it be known — we offer cooperation, not conflict. Our interests may yet align, if your delegation is willing to see beyond the battlefield."
Admiral Drell: "You speak of alignment, yet you stand here commanding a fraction of the force we destroyed. What leverage could you possibly hold to negotiate?"
Jonas: "Leverage not yet revealed. But one you would do well to consider carefully before dismissing. Maf is no longer the forgotten backwater you believed it to be."
Ambassador Varl: "Be mindful, Commander. Your veiled threats do little to sway the Federation's will. Yield, and your people may yet thrive under our protection."
Jonas: "This meeting is but the opening move. We will meet again — with truths laid bare. Until then, consider your assumptions challenged."
The meeting adjourns with tension thick in the air — Jonas's aides exchange knowing glances. The first gambit has been played.
The Second Meeting: "Everything Is on the Table"
Only Tammi Li and a handful of others know what's truly coming — the entire Maf delegation of hundreds, dispersed across the station, is assumed by IFTR to be technicians and analysts who will simply report on Maf's industries, corporations, space forces, and stations for the surrender inventory. IFTR is wrong on both counts — though some in the delegation genuinely are analysts, technicians, and assistants.
Jonas: "Admiral Drell, Ambassador Varl, esteemed members of the Federation delegation — thank you for convening once more. We find ourselves at a crossroads where history demands pragmatism over pride."
Admiral Drell: "Commander Jonas, your people have suffered a crushing defeat. What assurance do we have that negotiations will be worthwhile?"
Jonas: "Our defeat on the battlefield need not be our defeat in fate. Maf is willing to place everything on the table — our resources, infrastructure, governance — all subject to your discretion."
Ambassador Varl: "'Everything on the table' is an expansive phrase. What guarantees the sincerity of such an offer?"
Jonas: "The delegation you see here represents the full spectrum of Maf's interests — military, industrial, administrative. We have dispersed our specialists throughout the station, ready to provide comprehensive insight. The surrender will be orderly, complete, and transparent."
Admiral Drell: "We expected more resistance. Yet you propose an open hand. Why now?"
Jonas: "Because survival requires adaptation. The game has changed. The Maf you thought you'd conquered is evolving. Our goal is to negotiate terms that preserve not only your victory, but a foundation for peace and prosperity."
Ambassador Varl: "And what of your political factions? The Kas-Do? The networks beyond your city's limits? Are they included in this surrender?"
Jonas: "Those are complexities that will be addressed in due course. For now, let the negotiations begin. We surrender in principle; the terms — and their implementation — are yours to shape."
Admiral Drell: "Very well. We accept your offer to commence formal negotiations. But be warned: the Federation demands full cooperation and transparency."
Jonas: "You will have both. Let this be the first step toward a new chapter for Maf and the Federation alike."
The Imperial Negotiators Introduced
✅ Confirmed full detail on the Order of Imperial Negotiators: an official Order within the Empire of Xanydeo and Xanthus, in existence for over 2,000 years, superbly and utterly trained — 4 years of college, 4 more years of specialized schooling, 7 years of training within the Order, then another 10 years as an apprentice. They have won every negotiation they have ever been part of. Expensive, stoic, reserved, unreadable, and uncanny — they seem to know a person's thoughts before that person knows them.
Their stalling tactics: taking days or weeks to agree on the placement of a single comma or period; agreeing in principle only to disagree on specifics; yielding, then contradicting themselves in open, public disagreements amongst their own team. All of it is designed to ferret out the true motives, interests, nuances, and internal doubts of the opposing party — identifying exactly which phrase or language will enrage them (a stalling tactic) and which will mollify them.
At the second meeting, Jonas formally introduces Maf's chosen Ambassador — Kael Tharos, of the Order of Imperial Negotiators — along with his entourage of specialists and advisors. The "hundred or so" others are introduced as technicians, accountants, and advisors — only partially, and very partially, true.
Jonas: "Before we proceed, I would like to formally introduce Maf's chosen Ambassador to lead these negotiations — Ambassador Kael Tharos, of the Order of the Imperial Negotiators. He is accompanied by his entourage of specialists and advisors... The others you see here — technicians, accountants, legal experts — are tasked with the essential work of inventory, auditing, and documentation. Their presence is critical to the process, though their roles extend only so far... I will leave the negotiations in the able hands of Ambassador Tharos and your delegation. May wisdom and clarity guide your discussions."
Jonas then departs — not just the meeting, but the station itself. Whispers ripple through the IFTR delegation as the reputation of the Imperial Negotiators dawns on them. For many, this is the moment the real negotiation begins.
