Overview

One of the original 17 Free Zones established under the Police and Crime Act of 1999. Uniquely governed communally by The Phrat Collective, a rotating council of 12 gang leaders (average age mid-30s) — a rare experiment in Free Zone governance. Chaotic but effective.
