Origins & Decline

Founded 427 years ago during the late-era IFTR consolidation period. At its peak, Hirex was the financial nervous system of interstellar civilization: millions of clients, offices on over a million planets, deep influence in treasury departments, corporate boards, and colonial governments. When IFTR's civil war shattered the old order, Hirex collapsed inward — losing over half its clients, two-thirds of its associates, and entire regional offices. It survived regardless, and that survival became its own myth.

Present Scale

Today Hirex commands roughly 750,000 associates and 3 million clients across 600,000 planets throughout the Milky Way — no other firm rivals its reach, and no other institution is trusted so broadly by mutually hostile states. It audits war budgets, sovereign bond issuances, shipyard cost ledgers, ballot counts, tax compliance systems, and high-net-worth asset shielding, alongside standard accounting, auditing, wealth advisory, and financial management services.

Total Neutrality as Business Model

Hirex is deliberately, totally neutral — this neutrality is precisely what makes it valuable to every faction simultaneously, including mutually hostile ones.

Warhawk Infiltration

The Janastian Warhawks infiltrated Hirex three years prior to this conversation's present and now have nearly 4,000 operatives employed within the firm.

The Doctrine of Non-Interference

Both MACOFS and the Warhawks have deliberately agreed to keep Hirex purely observational — a reporting network only, never a weapon: no data manipulation, no audit tampering, no electoral interference, no accounting distortions, not even subtle nudges. This preserves Hirex's integrity, trust, and reputation across the EOM, and — critically — lets both MACOFS and the Warhawks use changes in Hirex's own reported data as a neutral calibration instrument, measuring the real-world effectiveness of their own covert operations by how the numbers shift afterward.

The Unspoken Rule

Inside MACOFS headquarters, the rule is absolute: Hirex is sacred. No operational commander may request data manipulation, delay an audit, influence a certification, steer a ballot count, or alter reporting timelines — even indirectly. Violation of this rule is treated with extreme severity, since Hirex's perceived neutrality is the shield protecting the entire intelligence ecosystem built around it.

Open Questions

  • Whether the Warhawks' 4,000 operatives inside Hirex are known to MACOFS, or represent an independent intelligence advantage the Warhawks hold over MACOFS itself, is not stated.
