1988: peace, after 11 years of World War Three. 1 billion lives lost. New nations formed from the wreckage of collapsed states, tribal orders, and desert nomad groups. One new nation: Helvatica, named after Imperial General Lieutenant General Johovus Helvatica, who became Governor 1982–1984, then served two terms as President 1984–1992.

Helvatica was first the "Kila Vas Military District" during the war, granted independent status in 1984. Before the war, the region was the "United Kaolsan Emirates," a group of four Kaolsani city-states, capital Kila Vas.

January 1, 2000: Kila Vas becomes capital of the New World Maf Government (NWMG), formed from 300+ nations that fought on both sides of WW3. This government, covering a fifth of the planet's landmass, quickly proves unwieldy, unresponsive, and too demanding. Rifts grow between the far-flung states and the central government, and between the states themselves. Civil war seems imminent by 2004.

Late 2004: a dissolution solution begins to seem possible. By mid-2005 it seems reachable and many of the 300+ nations support it. The plan: on January 1, 2007, the NWMG dissolves. States may return to independent sovereign status, or join the new nation — the first true starnation on Maf — the Maf Confederation of Free Societies (MACOFS).

November (2006 implied): a plebiscite is held. Four countries — Teful, Haniah, Tisivet, Dagorb — elect to remain with the new government. All other nations revert to independent status. As these four bordered Kila Vas to the north, they're incorporated into Kila Vas's city limits, making Kila Vas the largest city by area and population on Maf.

MACOFS included 22 states: Kila Vas (capital, independent state), plus the previously-existing starnations: Abrah-Jahlulsban (split into two states), Amiarol, Androxks, Asdor, Dlunkgais, Gudin, Irilax, Kadisol, L'Sel, Nenmek, Ohirat, Pabivof, Saib, Shiras, Shlotroq, Skevidi, Talul, Vidersai, Wethrosn, Zein-imar.

Almost immediately after, a new convention brought together the "Assembled Representatives of the Free Galaxies" — several starnations plus planetary nations on Maf that played a significant role in WW3 and maintained sizable military forces, plus one paramilitary group (the Janastian Warhawks) and one military corporation (CCF — Corporation Combined Fleet, consisting of military/security forces of several megacorporations).

The MACOFS Treaty consisted of: MACOFS (lead nation), Byzautaus Confederation, CCF, Empire of Xanydeo and Xanthus (The Empire), Iryan, Janastian Warhawks, Jonesboro, Lendro Sek, Maniskam Provinces, Peplle, Peteten, Sahlem Interstellar Federation, Scollonia, Spartania, Subaas Star Republic, Suraghudo, Three Civilizations, Tri-Stellar Federation (TSF), and the Viachon Empire.

Together these 19 planetary and starnations formed one of the most powerful defense and commercial alliances in known space — second only, possibly, to the "Empire of Man."
