The Viachon Empire Joins MACOFS: Trade Alliance (2010) and Treaty (2012) — Full Council Memo (Full Text)
Type: Narrative — Canon History & In-Universe Document (Full Text) Status: Canon (confirmed by creator) — full text preserved per archival standard
See The Powerpack Retrofit of Viachon Warships for preceding material. This documents the confirmed timeline of Viachon-MACOFS integration and preserves in full the Imperial Council's genuinely chilling private memorandum on what the Treaty actually means to them.
The Confirmed Timeline
Over the years following the 2005 peace, MACOFS and the Viachon Empire increase trade ties — the Viachon are not uniformly "more advanced" than MACOFS (ahead in some things, behind in others), but their different technology (the V-Drive foremost among it) gets put to immediate use.
- 2010: the Viachon Empire applies for and is accepted into the MACOFS Trade Alliance; travel and tourism between the two nations greatly increases.
- 2012: the Viachon Empire applies for and is accepted into the MACOFS Treaty, providing a significant military addition and force multiplier for MACOFS and its Treaty members.
The Viachon Imperial Council Memorandum (Full Text)
Imperial Council Memorandum — Restricted Circulation Viachon Viachon, Nekorim Cycle 44.903 — Post-Ratification Subject: Strategic Assessment of Admission to the MACOFS Treaty Distribution: Imperial Councilors (Full); High Admiralty (Eyes Only); Office of Imperial Continuity; War Academies (Redacted Extract)
I. Opening Position
"The Viachon Empire has been admitted to the MACOFS Treaty. This outcome was achieved without concession of sovereignty, dilution of tradition, or compromise of Imperial honor. The Empire enters as an equal signatory, not a subordinate partner. Let this be stated plainly and recorded without embellishment. Yet equality in signature does not imply equality in intent."
II. External Interpretation (What They Believe)
MACOFS leadership believes: shared military frameworks will stabilize long-term conflict risk; economic interdependence will temper Imperial expansionism; exposure to their culture will gradually "soften" Viachon doctrine; Viachon strength has found its ceiling and seeks permanence, not growth. "These beliefs are useful. They are also incorrect."
III. Internal Reality (What Is True)
The Treaty provides the Empire with unrestricted observational access to MACOFS fleet doctrine, joint operational data across multiple theaters, technological diffusion without philosophical contamination, and legitimized presence in systems previously resistant to Viachon movement. "The Empire does not require MACOFS values to benefit from MACOFS systems. We require only time, proximity, and visibility."
IV. On MACOFS Military Philosophy
MACOFS fleets favor speed over mass, sensors over armor, coordination over command presence, victory through preemption rather than endurance. "This produces swift engagements and decisive outcomes. It also produces fragility. They do not build to survive war. They build to end it quickly. The Viachon build to remain when wars do not end. This distinction must never be surrendered."
V. On the Matter of Adaptation
Certain accommodations have already been authorized: replacement of battery banks with Powerpack systems, limited modular restructuring of internal ship spaces, selective reduction of hull mass where shield saturation is assured. "These are tools, not transformations. Armor is not tradition — it is memory made physical. Crowded decks are not inefficiency — they are proximity, hierarchy, discipline. We will not hollow our ships to resemble halls and promenades. A warship is not a city. A warrior is not a customer."
VI. Cultural Containment Measures
Increased tourism and civilian exchange present non-military risks. Accordingly: MACOFS leisure districts aboard Viachon stations will be restricted; Viachon youth exchanges will be supervised by the War Academies; no MACOFS civic doctrine may be taught within Imperial educational cores. "Curiosity is not forbidden. Imitation is."
VII. On Honor and Perception
"The MACOFS believe honor can be decentralized. They distribute responsibility, flatten authority, and soften consequence. This works in peace. It fails in collapse. We will allow them to believe their systems are superior. A warrior does not interrupt an opponent while they misunderstand you."
VIII. Long View Directive
"This Treaty is not an end state. It is a terrain. We will learn how MACOFS fights. We will learn how they think war can be avoided. We will learn how their systems respond to stress, failure, and ambiguity. Should the day come when paths diverge — the Empire will not need to adapt. It will already have done so."
"For the Empire. For Continuity. For the Hunt." — Recorded by the Hand of the Imperial Council
