MACOFS Government: The Coordinator System, 21 Founding States, and First Defense Appointments (Full Text)

See Article 15's Logic, and the Full November 2006 Vote Breakdown and existing archive material on the MACOFS Constitution and government structure. This significantly expands that material with named officeholders and the complete list of the 21 founding star nations.
The Coordinator/Vice Coordinator System
✅ Confirmed design logic: the head of state's most significant challenge and highest priority was recognized to be keeping peace between the disparate states of the Confederation and getting them to "read off the same page" — hence the title "Coordinator." The Vice Coordinator, by contrast, holds the authority most heads of state are traditionally known for: managing foreign affairs, appointing certain government members, directing the military.
Coordinator: Shlumbaq Eriko
Elected in the November 2006 vote — a Kila Vas businessman and, most recently, counsel and advisor to the Commission of Standards of the (now former) New World Maf Government.
Vice Coordinator: Aven Korrath
Prior role (pre-November 2006): Director of External Continuity, Office of Strategic Mediation, New World Maf Government — a non-public office whose mandate was to prevent conflicts between NWMG member states from escalating, manage deniable diplomatic backchannels, and coordinate responses before crises became visible. Korrath's job was never to negotiate treaties — it was to keep them from failing.
As the NWMG began to decay, Korrath stopped trying to save it and instead focused on preserving channels, mapping fault lines, and identifying which actors could still be reasoned with. By the time the Constitutional Conference convened on Northern Island, he was already quietly briefing Jonas, Magrep, and Tammi Li — not on ideology, but on temperament: who would panic, who would posture, who would fracture, who would hold. This made him the obvious, and only, choice for Vice Coordinator.
How people see him: Supporters: "If Eriko keeps us together, Korrath keeps us alive." Critics: "He's the reason MACOFS will be feared before it's loved." His own private remark: "Coordination is hope. Vice Coordination is triage."
The 21 Founding Star Nations of the Confederation
✅ Confirmed complete list (in addition to Kila Vas): Abrah Federation, Amiarol Confederation, Anaxallar Space Ring, Androxks Domains, Asdor Confederacy, Dlunkgais Monarchial Realm, Gudin Union, Irilax Confederation, Jahulsban Union, Kadisal Cooperative States, L'Sel Commonwealth, Nenmek Cooperative, Ohirat Democratic Union, Pabivof Kingdom, Saib Federation, Shiras Interstellar Republic, Shlotroq United Federation, Skvedi Star Republic, Talul Confederation, Royal Courts of Tasim, Vidersai Communal Alliance.
Critical Framing Constraint
✅ Confirmed: only Kila Vas experienced World War 3. All other MACOFS member states were either uninvolved or entirely unaware a planetary war was even occurring on Maf. This shapes the entire selection logic for MACOFS's first defense leadership.
Executive Director of Defense: Caldrin Vos-Tel
Home polity: Shiras Interstellar Republic, which maintained strict neutrality in Maf's planetary conflicts, focusing almost exclusively on trade-lane security, anti-piracy, and disaster response, and had no knowledge of World War 3 until late-stage refugee flows reached Shiras-connected systems.
Background: a retired senior officer of the Shiras Interstellar Defense Forces, known for preventing escalation between rival merchant blocs, managing joint patrols between mutually suspicious star nations, and crafting defensive doctrines for multi-polity coordination without unified command. His most cited work: "Defense Without Enemies: Security Architecture in Plural Civilizations."
Eriko selects him precisely because he has no emotional or historical baggage tied to Maf's war, represents a civilization that learned security without catastrophe, and brings a clean strategic conscience to a wounded system. Eriko's own remark: "We need someone who learned restraint without first learning horror."
Chief of MACOFS Military Forces: Ressa Vhal-Torin
Home polity: Vidersai Communal Alliance, which never fielded a war fleet — its forces evolved from collective emergency response organizations, deep-space rescue and recovery fleets, and rotating command structures deliberately designed to avoid permanent power concentration.
Background: rose through the system by coordinating large-scale evacuations after stellar disasters, commanding mixed civilian- military convoys through unstable regions, and leading multi-species crews where authority had to be earned daily. She first learned of World War 3 after it had already ended, through displaced populations arriving in Ad Astra systems. Serving officer, 18 months from mandatory retirement at time of appointment.
Eriko's reasoning: Vhal-Torin understands force without glorifying it — she has never commanded conquest, never ordered a planetary assault, and is respected for keeping people alive rather than defeating enemies. Her near-retirement status means no long-term ambition, no personal fleet mythology, no incentive to reshape Starfleet into something self-serving. Her own private remark: "I have never fought a war. That is why you can trust me with one."
Why This Matters: Starfleet's Founding Character
This creates a defining asymmetry: Kila Vas brings experience, scars, and urgency; the other member states bring stability, distance, and ethical clarity. Starfleet is therefore not a continuation of Maf's war machine, not a memorial force, not a revenge instrument — it is a new institution built by people who never needed one before.
Subtle long-term consequence: when war eventually comes again, Kila Vas officers will fight like survivors, while Vidersai and Shiras officers will fight like custodians — and Starfleet doctrine will reflect that internal tension constantly, becoming both one of its greatest strengths and one of its most dangerous fault lines.
