Deep Blue: Subliminal Covert Warfare (1994)
Around the same time Jonas is writing Toward a Swarming Doctrine (1994), he is made aware of sensitive information: technological advances have reached the point that hurricanes can be steered, earthquakes engineered, volcanoes ignited, landslides provoked. He also learns how minor changes to environmental protocols can collapse bridges, derail trains, cause aircraft to miss runways, take electrical grids offline, hijack communications systems, or make computer networks stop working — or return the wrong results.
Jonas recognizes that even smaller factors — traffic pattern changes, a street sweeper blocking a busy sidewalk, a "mistaken" phone call, an annoying workplace incident on the way to work — can combine to keep people from their workplace just an instant too long, cause them to read incorrect data, overlook fine print in a contract or treaty, or overhear something they weren't meant to hear. He terms this "environmental logistics" — everyday annoyances (traffic jams, "fritzy" computers, misdirected communiques, passwords needing mysterious updates, jammed printers) combining to create an environment of subliminal warfare in which a nation doesn't even know it's fighting a war, and never realizes it's losing.
Jonas calls the whole body of this — from steering hurricanes to missed phone calls — "Deep Blue: Subliminal Covert Warfare." Some readers call it "Warfare of the 4th Kind." The paper is classified at the highest levels and, 50 years later, remains so.
Jonas's own framing: "A nation need not be invaded if it can be delayed. It need not be defeated if it can be confused. It need not be conquered if it can be misinformed." He chose the name "Deep Blue" not for the ocean but for depth — the color of systems operating so far below awareness that no one thinks to look there. "Deep Blue is not war against soldiers. It is war against coherence."
Ultraviolet: Deep Blue Operations Against Individuals (1996)
Following Deep Blue, Jonas authors a follow-on work targeting individuals rather than nations — and it receives an even higher security classification, for reasons that are moral and existential rather than technical.
Core premise: "An individual's life trajectory can be redirected, degraded, or destroyed without ever applying direct force — by manipulating the environmental, informational, and social systems surrounding them." No assassination, no coercion, no visible threat — only outcomes.
Jonas reframes a human being not as a person but as a network intersection: employment systems, transportation, communications, health care, financial services, social reputation, information intake, stress exposure, sleep patterns, cognitive load. Ultraviolet attacks the connections, not the person. "Remove the load-bearing assumptions of a life, and collapse follows naturally."
Key mechanisms: careers fail "naturally"; relationships fracture under unexplained strain; health deteriorates from stress amplification; credibility erodes through subtle misinformation; decision-making degrades from sleep loss and doubt — the target often blames themselves. Cognitive exhaustion (decision fatigue) is identified as the primary mechanism: "A tired mind signs what a rested mind would question." Targets aren't imprisoned, just increasingly unheard — meetings stop being scheduled, invitations stop arriving, and no one remembers when the exclusion began.
Why Ultraviolet is classified higher than Deep Blue: it eliminates due process (targets people without accusation or trial); it makes assassination obsolete (broken individuals become warnings, not martyrs); it cannot be detected or proven (no signature, no weapon, no chain of custody); it turns every civil servant/engineer/scheduler into a potential unwitting combatant; and it threatens all political authority (if leaders can be quietly unmade, elections become performative and governance collapses under suspicion alone). Jonas's sealed addendum: "If Ultraviolet becomes normalized, no one in power will ever sleep again — because the most dangerous war will require no enemies, only processes."
Detection Theory: The Rule of Threes
Jonas's most counterintuitive discovery, embedded in both papers as their intended defensive purpose — ✅ confirmed that Jonas wrote both papers not to make these operations operational, but so that a state could recognize when a Deep Blue operation was being conducted against it, or an individual could recognize an Ultraviolet operation targeting them.
"A single anomaly is noise. Two anomalies are coincidence. Three anomalies, properly spaced and properly aligned, are structure." Operations cannot rely on single events — they must operate through triplets, and those triplets must themselves appear in nested sets of three. This isn't superstition, it's camouflage: one event is dismissed, two are rationalized, three trigger unease but not certainty — and unease (not certainty) is the operational sweet spot, since certainty provokes investigation while dismissal produces no effect.
Deep Blue triplets (national scale) combine three different disruption classes: Environmental Extremes (severe storms, unusual wildfire behavior, floods/landslides/seismic events — always extreme but still "natural"); Infrastructure Failure (grid collapse, transit disruption, comms outages, industrial accidents); Operational Consequence (delayed mobilization, missed decision windows, misallocated resources).
Ultraviolet triplets (individual scale): Personal Logistics (transportation failures, device malfunctions, scheduling conflicts); Cognitive Friction (interrupted sleep, repeated distractions, minor persistent errors); Social Interference (miscommunications, awkward incidents, trivial-seeming reputation erosion).
Concrete example given by Jonas: for Deep Blue against a nation — an unusually powerful blizzard/hurricane damaging critical military/command infrastructure, a wildfire raging unexpectedly and consuming assets needed elsewhere, a landslide burying a critical highway; or "manmade disasters" not engineered by men but affecting things men have made — a chemical leak, a transformer arcing out a key district, a train derailment. For Ultraviolet against an individual — a car battery dies, a printer jams, a traffic jam causes a delay.
The 21 Characteristics
Jonas identified 21 high-level characteristics shared by Deep Blue and Ultraviolet operations. Two critical, alarming rules: (1) at least 8 characteristics must be present for a Deep Blue operation to succeed, and at least 9 for Ultraviolet — below this threshold the operation fails; (2) overuse also causes failure — too many anomalies collapse plausibility and trigger investigation. This creates a narrow operational corridor, difficult to execute and difficult to detect.
Every action within a sequence must also be unusual or "extreme" in some way — an unusually deep cold snap, an unusual location for a train wreck, an extreme clumsiness at home or work, coffee spilled on someone not once but three times by three separate coworkers. Every series of three must itself come in a set of three, and these sets must not occur too close together or too far apart, or the operation fails.
Characteristic families (abstracted, not fully enumerated): Extremity (measurably outside normal variance); Plausibility (every event has an obvious mundane explanation); Cross-Domain Spread (no two events from the same system); Temporal Spacing (neither clustered nor isolated); Asymmetry of Impact (damage disproportionately affects decision-making, not raw capacity); Attribution Fog (responsibility diffuse or unknowable); Self-Blame Induction (Ultraviolet-specific — targets internalize fault); Systemic Confirmation (institutions validate the mundane explanation — "these things happen"); Non-Reversibility (lost time/opportunity can't be recovered).
Why Detection Rarely Occurs
Four compounding improbabilities: the observer must (1) know the theory exists, (2) believe it could be real, (3) recognize enough characteristics simultaneously, and (4) act without institutional reinforcement. Failure at any step resets the system. Nothing in a Deep Blue or Ultraviolet operation violates expectation — planes do crash, grids do fail, people do spill coffee, storms do intensify. The operation doesn't create impossibility — it rearranges probability.
Jonas's final observation: "The greatest strength of Deep Blue and Ultraviolet is not secrecy. It is deniability embedded so deeply into reality that even the victim participates in maintaining it." The operation doesn't hide. It blends.
