See The Shoot-Outs: Starfleet's Public Humiliation and Starfleet's Institutional Decay for the preceding material. This documents David Jones's political rise, Jonas's return to active leadership, and the confirmed government structure that governs everything that follows.

David Jones's Confirmed Political Career

✅ Confirmed: elected to the Helvatica Senate in 1999. When the NWMG formed, assigned to its Defense and Intelligence Council. When the NWMG dissolved and MACOFS formed, transitioned to MACOFS's House of Repeals ("the Senate"), appointed to the bicameral Joint Defense and Intelligence Committee, Defense Appropriations Committee, and Intelligence Committee. After a few years, became Chairman of the Defense and Intelligence Committee, Co-Chair of the Defense Appropriations Committee, and Senior Member of the Intelligence Committee. Throughout, regularly consulted his uncle Jonas on politics, foreign policy, military affairs, and intelligence — even inviting him to sit in on meetings and briefings.

Confirmed MACOFS Government Structure

✅ Confirmed division of authority:

  • Coordinator: domestic affairs — coordinating member states' interests and policies with each other
  • Vice Coordinator: foreign policy, foreign affairs, and diplomacy
  • Executive Director of Defense + Chief of MACOFS Military Forces (now combined into one role, held by Jonas): policy, doctrine, training, and proceedings for the entire military

September 2015 – January 2017: The Confirmed Timeline

  • September 2015: David Jones announces his candidacy for Coordinator.
  • May 2016: Jonas publishes MACOFS Military Maxims, immediately met with ridicule from the military establishment and political figures, who claim the Maxims "degrade the art of war to mere platitudes."
  • June 2016: Jonas — reluctantly at first, then with growing enthusiasm — accepts David's invitation to be his candidate for Executive Director of Defense; Zarkof Androve accepts David's invitation to be Vice Coordinator.
  • As the campaign gathers support: Starfleet officers begin resigning, citing "personal reasons" or "ill health."
  • November 2016: David Jones wins the Coordinator election; Starfleet resignations spike further.
  • January 1, 2017: David takes office. Days later, he appoints Jonas as both Executive Director of Defense and Chief of MACOFS Military Forces — merging a previously civilian and military role for the first time since MACOFS's founding a decade earlier. Resignations jump again; critics (including some who point out that Jonas himself helped frame the Constitution establishing this separation) call the combination unconstitutional.

Jonas's January 7, 2017 Public Address (Full Text)

Broadcast live on MACOFS State Media, syndicated across social and independent platforms, backdrop displaying the MACOFS emblem and motto "Strength Through Unity":

"Citizens of MACOFS, Our defense forces stand at a critical crossroads. For too long, complacency, arrogance, and a dilution of standards have weakened the very institutions sworn to protect us. Starfleet — the proud backbone of our defense — has drifted from its true purpose. Once a capable, disciplined, and lethal force, it now risks becoming little more than a show of presence, a facade of strength. This must end. Starting today, I call for a comprehensive and uncompromising reform. We must reform, refashion, and reorient our military forces into the efficient, hard-hitting, and lethal machines they were always intended to be. To the officers and enlisted personnel of MACOFS: you will be held to the highest standards of excellence. Those unwilling to meet these standards will face discipline and removal from command. Those unable to adapt will be discharged — but always with honor and dignity, for we value every individual's service. Make no mistake — this is not a threat, but a solemn commitment to the safety, security, and future of our Confederation. Our enemies watch our every move. Our allies look to us for strength. And the people of MACOFS deserve nothing less than a military that is ready, resolute, and lethal if necessary."

Immediate Fallout

Within hours, Starfleet's upper echelons roil with dissent — senior officers privately call it "a purge," others warn publicly of mass attrition hollowing out the ranks. Within 48 hours, dozens of officers formally resign. Enlisted separations spike. Rumors circulate of a faction within Starfleet quietly organizing to resist the reforms. Public opinion splits sharply between those praising accountability and those warning of authoritarian overreach.

The Warhawks' Confirmed Position

✅ Confirmed, important clarification: the Janastian Warhawks do not reach out to recruit disaffected Starfleet officers or enlisted — they don't trust Starfleet, or anyone who has served there, and Starfleet training doesn't come close to Warhawk standards. The Warhawks are never hard-pressed to find potential recruits — thousands apply to their recruitment offices daily. They are hard-pressed only to find anyone who actually meets their standards. The Warhawks remain deliberately aloof from the whole crisis, operating with quiet confidence.

The Strategy Meeting (Early January 2017)

Jonas, David Jones, and Vice Coordinator Androve meet at MACOFS headquarters. David warns that continued resignations could collapse Starfleet's combat readiness within months. Jonas insists the shake-up was necessary — Starfleet was "rotting from the inside out." Androve, focused on foreign confidence: "My role is to keep our foreign partners reassured, but I can't do that without a stabilized military front." They agree on a plan: rebuild Starfleet around quality over quantity, lean on Warhawk-style training doctrine, coordinate a unified communications strategy, and shore up Senate support. Jonas: "Those unwilling to meet the mark must be replaced — no exceptions."

The Member States' Summit (Late January 2017)

Delegates from every MACOFS member state gather, apprehensive but largely in grudging agreement with Jonas — because every single member state has personally beaten Starfleet in the Shoot-Outs, has personally witnessed Starfleet's ill-trained officers and crews during port calls for rest and recreation, and has personally seen Starfleet's mistakes firsthand. Some member states have even quietly floated (with no legal or practical mechanism to implement it) that MACOFS Treaty members should simply exclude Starfleet from response in any actual crisis. David Jones acknowledges the concern directly but rejects it: "No legal framework exists for such a course, and I do not advocate it." Androve frames the reforms diplomatically as recommitment, not fracture. The room settles into cautious, tense agreement.
