Overview

The Isle of Trade Police Department is riddled with corruption — a majority of its officers are on the payroll of the island's various crime families and gangs, including the Police Commissioner himself, known for cozying up to island politicians and the leaders of prominent criminal elements (including the Kitirim Crime Family). Under pressure from a handful of influential politicians, the Commissioner was forced to establish a separate, corruption-free unit: the Special Investigation Unit (SIU), known euphemistically as "The Guardians."

Structure

Guardians function as a police department within the police department — a smaller mirror of the full force (patrol, detectives, administrative staff), staffed by officers drafted specifically for their incorruptibility, work ethic, and commitment to policing principles. They deliberately leave investigations of fellow officers to Internal Affairs, since investigating corrupt colleagues directly would be career-ending (or worse) for its members — their focus stays on protecting the Isle of Trade's citizenry and pursuing justice against lawbreakers.

Key Figures

Captain Tom Eden — founder and commander. A man of quiet strength, strong principles, and genuine team-building skill. Fully aware that even the Police Commissioner who authorized the SIU's creation is himself compromised — proceeds anyway, focused on protecting citizens rather than rooting out departmental corruption directly. ("Tom" is his actual given name, not a nickname.)

Detective Dominic Vargan — a homicide detective, dedicated and incorruptible. Officer Elena Cruz — Vargan's partner.

Vargan and Cruz's investigation into Godanam Kitirim's assassination is told in full at The Godanam Kitirim Assassination.
