Senior Analyst at the Res'Koth Strategic Analysis Directorate's "weighing room" — the foreign intelligence cell that pieces together Starfleet's covert fleet-wide reform and audit program from pure pattern analysis (patrol density shifts, personnel leave filings, ship availability anomalies) without any leaked classified information. Leads the synthesis session to its correct conclusion — that Starfleet is not collapsing but correcting, entering a "predator phase" of overcompensating posture — and delivers the session's chilling final line upon learning Jonas is driving the reform: "That changes the math... this will not end quietly."
