High Lord Vangus
Type: Character — Head, Ministry of Assigns Status: Canon (confirmed by creator) — full text preserved per archival standard
Cold, calculating, and meticulous — a master manipulator who thrives in the shadows of bureaucracy. Controls the list of eligible candidates for Emperor, President, and high offices; other Ministers frequently defer to him out of habit and fear. Publicly loyal to the Emperor, privately loyal only to the survival and primacy of his own Ministry. Distrusts the Ministry of Secrets as too independent, and the Ministry of War as too popular.
